    Activities

    The main mission of the OSL are as follow:
    • To act as the Field Operations Entity Area Focal point for any HSE matter and to liaise with DHSAP and other operational entities;
    • To lead the implementation of the HSE policy and to promote the culture HSE awareness within the Field Operations Area;
    • To improve the Field Operations Entity HSE performance to meet HSE objectives;
    • To be the Field Operations Entity sponsor of the "experience feedback" process;
    The position deals with equipment as well as organizational or competency-related issues.

    HSE reporting
    • Ensure that incidents and anomalies of the area are identified, reported, recorded through periodic reports / event and through the Synergi database;
    • Lead cause tree analysis of the area;
    • Ensure that every RI is correctly investigated;
    • Liaise with other entities regarding incident reporting and investigation within area
    • Ensure that actions plans related to the correctives measures identified are implemented as planned.
    HSE performance:
    • Participates in evaluating the Operational Entities HSE performance through dedicated reviews / audits (Company and contractors) and proposes ways of improvements  Issue monthly reports on:
    • OPERSAFE action plans progress.
    • Synergi actions status per Entities/Department.
    • DGS & HIPO status - FO Performance Meeting  Audits:
    • Act of focal point within FO for External audits (MAESTRO, ISO 14001, OPERSAFE). - Ensure that action plans are properly recorded in Synergi.
    • Perform audits on processes proposed by FO or by DHSAP
    • Participate on audits organized by other Entities or Contractors (HSE MS GMC)
    HSE improvement plan
    • Update the operational Entities HSE improvement plan on monthly basis
    • Prepare the field operation contribution to HSE Operations Committee and other workshop or technical committees
    • Participate in site inspection and audits (HSE dossier, PTW, TBT...)
    HSE communication
    • Contributes to the promotion of HSE awareness through dedicated meeting, workshop and safety toals
    • Ensure custody of the related material (presentations, videos, feedback notices)
    Asset integrity
    • Takes part to the TIRT (Technical Integrity Review Team) of the area;
    Referential activities;
    • Promote and raise awareness of contractor Referential;
    • Ensure that current TEPA Referential made available, properly applied and compliant with cntractor Referential;
    • Provide feedback on contractor Referential to FO Entity;
    • In cooperation with relevant affiliate departments, prepare derogations requests and manage the general implementation and monitoring of derogations.
    • Update SIM 3 that are in charge of OSL team
    • Ensure that SIM4 on HSE subjects are in line with SIM3 (ERP, Site Contingency plan, etc.)
    HSE training
    • Participates to maintenance of a common register of the HSE training (needs and status compliancy) for all the personnel of the entity
    • Support FPSOs identifying HSE training needs
    • Ensure that Emergency Response drill at all levels are duly scheduled and performed  Ensure that letter of nomination for RSES and RSES-D are registered on the HSE dossier
    FO HSE activities / Methods:
    • Prepare and follow the implementation on site of SIMOPS dossier, Bridging document, Interface dossier.  Provide support on Job risk analysis & detailed risk assessment studies  Provide assistance to sites:
    • Development and quality assurance of their organization for urgency situations - Monitor their HSE dossier
    • Observe/participate at the preparation of some operational activities (RLO/ROC)
    • Support incidents analysis as CTA warrant when required
    • Act as facilitator during MSE and FSE on board FPSO
    • Provisioning of safety material (observation cards, goodies, cameras, etc.)  SMR/RFM process:
    • Perform the initial review of the potential risks (SR #1) during the Preliminary Study o Submit and get the DHSE SR1 approval
    • If required, participate to the Safety Review #2 during the Engineering phase
    • Participate actively in Field Operations meetings related to HSE (Daily morning call, DB17 weekly meeting, FO weekly meeting).
    • Prepare Annual HSE planning for all FO entities
    • HSE method support to FO personnel
    • Provide support to FO Synergi users
    • Proper handover among the team (procedures, tools, meetings, kpi's, actions, status properly updated and documented) Competencies:
    • Attend the trainings as planned, mainly HSE mandatory/recommended as per contractor Referential (from SafePass)  Ensure proper integration of new comers, by transferring all relevant knowledge needed to fill the position
    Acting duties:
    • Act as substitute for OSL Leader as necessary
    Interfaces:
    • Maintain good relationships with stakeholders (FPSOs, FO disciplines, DHSAP, GMC)
    Context / Environment

    Resident position, posted in Luanda with frequent missions offshore

    The Block xx requires an enhanced level of support and dedication from the onshore smart room and Tier 2 team due to the nature of the reservoirs, topsides assets and difficulties in their operation

    The focus across all the FPSOs is to deliver the best and most balanced performance in terms of safety, production and cost maximization.

    End Objectives
    • Within the context of an asset made up of several FPSOs and an onshore "metier" based organization, the objective of the position is to participate in the definition and implementation of an effective HSE policy to protection of personnel, environment, conservation facilities
    • Ensure implementation of HSE policy in all activities
    • Implementation and awareness of HSE procedures within the FO Entity to ensure quality of work and clearance of recommendations
    • Control and record of HSE implementation to ensure safe performance in all activities Required Skills
    • Formal Education (Diplomas) : Engineering graduate or equivalent work experience
    • Professional experience (in years) : Minimum of 4 years', and at least 2 years with operational experience
    • Technical competencies : awareness of following areas and good knowledge of at least 3: maintenance, inspection, process safety, production, risk assessment and skilled in IT tools (Microsoft Office, Synergi)
    • Language skill: Fluent in English and local operational language  Autonomous and able to operate in a highly transverse situation
    • Rigorous approach to problem solving and critical sense, open-mindness, keen to knowledge transfer
    • Collaborative working relationships with offshore and inside collaboration team
