    VOTRE MISSION

    Position Summary:

    The specialist will be responsible for the know how transfer, training, and assistance of the operation and maintenance of the 14 DWTP which supply water to the Province of Luanda.
    He will be involved in the follow up and monitoring of the works of rehabilitation of 4 DWTP, the construction of 3 UCD, the implementation of 4 electrochlorination units and 15 wells equipped for some of them with desalination units, as well as the implementation of instrumentation and SCADA in all the DWTP.
    His main objective will be to increase the water production by m3/day (from m3/d to m3/d), to respect international quality norms at the outlet of the plants, to train EPAL team to correctly operate and maintain the 14 DWTP and to implement a CMMS to properly register and schedule the maintenance of each asset within the DWTPs.

    Responsibilities and duties:

  • Assess in depth the operational conditions of every DWTP, propose and implement solutions to improve the operation of each plant.
  • Manages a team of 25 people seconded by EPAL and 3 people recruited for the purpose of the project.
  • Collaborate with the SCADA expert in the installation of instrumentation and SCADA in each DWTP to monitor the flow and the water quality at every stage of the process.
  • Collaborates with the experts responsible of works (rehabilitation of plants, UCD and electrochlorination) for the implementation and commissioning of the new and renewed assets and their further operation.
  • Participate in the elaboration and discussion of indicators to measure the improvement of the operation of the plants and the water quality.
  • Proposes and implements solutions to optimize the energy consumption, the technical water used in the plants, the use of reagents and the management of assets.
  • Improves Health and Safety practices in his/her field of activity.
  • Implement WIKTI in his field of activity as a methodology of know transfer, determination of training needs and regular assessment of the level of maturity of EPAL in water production field.
  • Implement a CMMS for the proper scheduling and register of assets.
  • Uses technical assistance provided by SUEZ according to the needs and budget available.
  • Calculate the values of indicators and report them internally and to EPAL.
  • Reports about his activity internally and to EPAL.
  • Ensures protection of interests, non-disclosure of confidential information and documents to third parties.
  • Manages the relationship with the partner MITRELLI in his field of activity in a balanced manner for the common objective of success of the project.
  • Timely and properly fulfills the duties and functions defined in this Job Description. VOTRE PROFIL Qualifications:
  • Degree in hydraulic, automation and/or chemistry;
  • Electric and automation knowledge
  • Broad knowledge in practices and procedures of maintaining and operating drinking water plants.
  • Advanced skills in predictive, preventive, and corrective maintenance of water production assets, including all related water control and measurement systems.
  • Proficiency in Portuguese, English and French language.
  • Proficiencyin MS Office skills.
  • Understand and interpret electrical and mechanical engineering data and complex schematic diagrams necessary to implement predictive, preventive, corrective and improvement activities.
  • Ability to interpret complex instructions, manuals, operating and maintenance procedures and specifications related to water systems and equipment.
  • Knowledge of occupational hazards and Health and Safety regulations.
  • Ability to work effectively with minimal supervision.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability of transferring knowledge and training engineers and operators on the job. Experiencespecifications:
  • Minimum of 15 (fifteen) years inwater treatment and management of teams and DWTP. BU: Water Division - Water Africa (except Morocco & South Africa)
